If you can restart PMS and wait 2 minutes before collecting the logs, that will provide additional information often associated with this type of failure.
Please go back and turn off VERBOSE. VERBOSE is only making it harder here
Also, as I half implied/requested, would you please restart it so I may see what PMS is doing at startup (which is where this type error often originates)
