Enable connecting to local PMS via VPN for setup

When reinstalling PMS via VPN, it's impossible to get to:

 

http://192.168.11.52:32400/web

 

Everytime, I'm directed to the plex.tv site.

 

Buy my freshly installed PMS is sitting on the server, not signed in to plex.tv. All I need to do is see the setup screen, accept the Terms and Conditions, and get signed into plex.tv.

 

This should be possible without a total shenanigans.
