There is no option that a shared user/managed user has the option to download an item (picture/movie/song,…) from Plex.
This is a feature request for it.
They should be able to download media using the Plex for Mac/Windows desktop app or the iOS/Android mobile apps – IF you have enabled that option for them in the sharing settings.

it does not work through Windows desktop app nor the Web App. The sharing setting was enabled for this user.
There’s no download option in the web app [edit: not to be confused with the bare file download available to the admin… which isn’t part of the download/sync feature!]
Which exact version of the Plex app are you using on that Windows machine?
Edit: as a side note… managed users should benefit from your own Plex Pass; other shared users will need their own Plex Pass to be able to download media – even if they want to download it from your own server.
I’m signed into Windows App with a managed user. I have a version of Win App 1.44.0.2981.
This is set.
There is no option to download files.
Edit: It looks like i can download movies, music but not photos.
That seems to be correct / in line with the expected behavior.
Why are the photos prevented to be downloaded?

I see you found the other suggestion specifically discussing downloading photos…
So let’s keep the download suggestion in that other thread and close this one as downloading in general is very well available to managed users / shared users.
