I’m trying to create photo albums for my family to access and download photos they choose.
I’ve successfully invited the first member, given them access to the photos and given them download privileges.
Using app.plex.tv, I (administrator) have download option for the photos (and can successfully download photos) but the other user only has the play option for the photo library. No download option is available for the other user.
If I use the plex app (android) the basic user has the download option, but downloads fail.
My question is: Can basic users download photos via app.plex.tv? If so, please point me in the right direction.

I think I’ve set up the permissions as described in your referenced article. The user can select download on the android app but there is no download option that I see if connected via app.plex.tv
Unless your family members are a managed user (Article: Managed Accounts), they do not get the benefits of your Plex Pass, including the ability to download media for offline use. A recent change was made to downloads, where it used to be a server-account-side requirement to have Plex Pass, but now it is client-account-side requirement.
Downloading of files using the “Downloads” feature I believe is restricted to Plex apps installed on devices, not browsers. Also, it will not be easy to find the files that are “downloaded” to the device to be used outside of Plex.
Consider making your family “managed users” or to invite their accounts into your home to give them the Plex Pass benefits, such as media downloading.
