Enquiry about the suitable custom scanner for anime

I maintained a organised anime collection. However, it is nearly impossible to organise them into the series view. I am currently setting the folder view which is very inconvenient.

The current structure is as follows:

Folder [19xx-1985] - Folder [Chinese Anime Name_English Anime Name_Year] - Files or Sub Folders [Various numeric or aphabetic episodes files]
Folder [1986-1990] - Folder [Chinese Anime Name_English Anime Name_Year] - Files or Sub Folders [Various numeric or aphabetic episodes files]
Folder [1991-1995] - Folder [Chinese Anime Name_English Anime Name_Year] - Files or Sub Folders [Various numeric or aphabetic episodes files]
Folder [1996-1997] - Folder [Chinese Anime Name_English Anime Name_Year] - Files or Sub Folders [Various numeric or aphabetic episodes files]
Folder [1998] - Folder [Chinese Anime Name_English Anime Name_Year] - Files or Sub Folders [Various numeric or aphabetic episodes files]

Folder [2017] - Folder [Chinese Anime Name_English Anime Name_Year] - Files or Sub Folders [Various numeric or aphabetic episodes files]

I do not organise any series. The files do not have the naming rule in term of XX.S0XE0X.

Is there any way I can have customised scanner to resolve the issue?

Alternatively, if anyone can assist me to customise a scanner which only obtains one particular level Folder Name for the tv show and ignores the file names?

For example, I have the following files:

\1998\反斗小王子_Prince Mackaroo_1998\反斗王子 (1).mp4

\1998\反斗小王子_Prince Mackaroo_1998\反斗王子 (2).mp4

\1998\反斗小王子_Prince Mackaroo_1998\反斗王子 (50).mp4

I just wish to have the scanner to scan the folder name “反斗小王子_Prince Mackaroo_1998” and use the name as the name of TV Show. And the scanner will ignore any non-numeric characters in the files and only use the number character of the files for the episode.

“1998” need to be added as root folder for your library.
You need a scanner supporting absolute numbering.
