besides, the error message appears in Live tv, photos and media
Unfortunately, you won’t be able to access all media sources which come directly from plex.tv. This includes “Movies & TV”, but also “Live TV”, “Podcasts”, and “Web Shows”.
This was caused by regulations & laws in your country.
Are you saying that you cannot access the media on your own server as well?

The only way known to me is to employ 3rd-party software. Like https://github.com/xteve-project/xTeVe-Documentation/blob/master/en/configuration.md
It can take an m3u file with IPTV channels as input
and then convert this for Plex’s own “DVR” feature, so it looks to Plex like a regular TV tuner.
But this is for the advanced user.
