Sounds like you have a corrupt database. Removing and re-installing won't fix this, as that process doesn't touch your application data. You can try to repair the database. If you have a backup of the database, you could restore the database. Otherwise, you can delete the database and start anew - you will have to recreate you libraries.
I have the exact same problem with this error about a corrupt database when I try to run PLEX. Uninstalling and reinstalling make no difference. I tried reading the blog post about repairing the database (https://support.plex.tv/hc/en-us/articles/201100678-Repair-a-Corrupt-Database) but i cant make sense of it. Is there a simpler solution out there? Any help appreciated
I ran into the same issue and was due to running out of space on the drive that housed the Plex database. Freed up some space and Plex started up without issues. oops
I had the same problem.
Open the directory(I use windows): C:\Users%username%\AppData\Local\Plex Media Server\Plug-in Support\Databases, I had some files with names:
com.plexapp.plugins.library.db-2015-12-14,
com.plexapp.plugins.library.db-2015-12-17
and etc.,
I deleted file “com.plexapp.plugins.library.db” and renamed the file “com.plexapp.plugins.library.db-2015-12-17” to “com.plexapp.plugins.library.db” and then Plex started up without issues.
same here. No luck with deleting db files.
I also uninstalled plex and all plex related files and folders, reinstalled it, and it worked. And now it gave me the error again, probably a week after the fix.

I have the same issue after windows update ran. I tied the above but repairing the db did not work. I also checked the registry to make sure everything was pointing to the right directories but it was. Then I checked the logs and saw some errors: “SQLITE error:SQLITE3:AF4F9F10, 27, delayed 1375ms for lock/sharing conflict” and several “Access is Denied” Messages so I tried running Plex as Administrator (right click on Plex Media Server and chose more| Run as Administrator) and Plex now works that way. There seems to be a permissions issue now since the update.
Plex Version is Version 1.8.1.4139.

I stumbled this past weekend with this issue, had my PMS running literally for years and I was not able to repair it and get it back on track.
I decided to clean my %App Data% folders from any PMS traces, uninstalled it of course and after rebooting and running CCleaner prior to trying to reinstall PMS, I still have that damn message, ended up switching to Emby until I can find a solution
I can confirm, that this worked for me.
Renamed the ‘com.plexapp.plugins.library.db’ to com.plexapp.plugins.library.db.bad, took the 2nd to last backup, copied it and renamed it to com.plexapp.plugins.library.db, then started Plex server back up, and it Works! Thanks.
I didn’t do the last one because, I believe this was the bad backup.
