Downloading the sample now, the XML does show only text based subs, and ac3 audio so this would at lease DirectStream on the Web app and in same clients even directPlay.
I’ll tell u more once I’m able to analyze the sample
So here are my results, the first force sub doesn’t play anywhere not even on VLC or MPV, the second sub stream plays on all and on PMS (both FreeBSD and MacOS last public release works just fine)
I’m using the web player and the sub plays to the end with no issues.

This seems to be utf-8 so unsure how you were getting ansi…
Considering this are actually included in the video, my best guess is that you used a program to extract the subs that happen to extract in ansi encoding?
Just been playing with settings on TV for a while and direct stream or direct play cause issues for me with subs, now its working ok. But dunno how to help with more details.
Subs that were ANSI I have manually switched all to UTF-8 (5 hours of hell).
Its pity that ANSI does not work since emby can do it but now I have repaired my library so now its all ok.
UTF-8 is really future but till 2030 ANSI should be compatible…thats of course just my opinion

You went with the best route though, convert to UTF-8 and from now on avoid ANSI and it should work in plex or others.
Feel free open a new thread if you do experience issue with playback on Web or TV.
