Failed to start plex media server, new install

I am getting the error below after a new server installation on ubuntu 18.04.3

i have also run sudo journalctl -xe | grep -i plexme as described in other posts, results below

To install i am running dpkg -i of the latest plexmediaserver but the service will never start. i did notice that as i ran the install it caused the os to lock up and needed a reboot. The ubuntu server is running on a VM. Any help is appreciated.

i have also tried install 1.16.4.1469-6d5612c2f same error for starting the service, i have also tried fresh installs of 19.04 and 18.04 all are unable to start the plex service.

please go and obtain any logs you can find from /var/lib/plexmediaserver/Library.Application Support/Plex Media Server/Logs

Create a .tar.gz of it and attach here please.

We can look to see if anything started.

i have also updated to the latest plex pass release and attachedlogs.tar.gz (1.2 KB) those logs as well

Your SQLite3 database is completely devoid of the required minimums.

Do you have a backup copy you can copy into position in

/var/lib/plexmediaserver/Library/Application Support/Plex Media Server/Plug-in Support/Databases

apologies if i dident state it earlier but i also running the Ubuntu on Esxi 6.5. when searching the sqllite errors i came across the Fresh install of Plex Server Locks up On VMware VM Version 13 and downgrading my vm compatibility to 6 i was able to start plex. Thanks.
