I don’t know wheater to tag this to networking or storage since its both. Currently Librray Locations are local, A good option would be able to use cloud stroage directly into the plex, so there is no local storage at all. Of course it slows down everything but having an option for

  1. MEGA
  2. Seafile
  3. WebDAV general

I know its complicated to implement but it would be good to implement.

There is no reason why you can’t do this. Many already do.
As long as you can mount your remote storage to your operating system it will work.

As for it happening directly in Plex, that has been tried before and is unlikely to happen again.
