It would be useful if the Windows player could specify what GPU it uses for video. Right now it defaults to the built in GPU instead of allowing it to use the higher end add-in GPU.

You can specify that in the properties of the shortcut which you’re using to start the app. That’s a Windows feature. There is no need to replicate it inside of the Plex app.
