Server Version#: 1.22.0.4163 running in docker on Unraid

Hi, I have an issue where some files play perfectly on my LAN, but do not play on any remote device. this includes android app, apple TV, Toshiba TV, windows PC, all with recent or latest updates. I believe the issue to be that plex server fails to transcode for remote play, but direct plays locally. Other files, however, transcode perfectly. Server is strong: 32 threads (dual Xeon E5 @ 2.6Ghz base), 128 GB Ram, and transcode set to an SSD outside the storage array.
Any ideas out there what is wrong, presumably with the file itself??
