It’s my first time trying to add a managed user {My brother’s computer running windows 11, through the web browser). I added him as a user using my computer with a pin.
When I try to get to plex on his machine it asked for my info. I was like, okay let me add you, put his pin in, now my pin is what his pin is just on his pc. So I just logged in as him, and he does not get all the shared media.
I don’t know if it is me being outdated or the help documents on their main page.

No, we live in the same house, I was just trying to add him as a user so he could watch my libraries. The server is on a Netgear RN202, so I hooked a computer up to his TV. Just trying to use a web browser on it, with his own pin, and share all the libraries with him, without giving him admin rights.
The first time you log in with your own Plex credentials.
Then you activate “Automatically Sign In” under Settings - Plex Web - General
Then you perform “Switch User” to the managed user account.
Your own PIN is the protection that your brother cannot switch back to your user account accidentally.
One important thing: if you use the web app, you better prevent the cookies from the domain plex.tv to get erased. (Most browsers do that nowadays, some ven by default)
Otherwise you’ll have to repeat the above every time the browser got closed and re-opened.

He can use any client you could also use. Even outside your home network, if you have a working Plex remote access.
You need to explicitly share your media with his user account. Click on his user name here https://app.plex.tv/desktop/#!/settings/plex-home then share the libraries with him.
Restrictions can be defined on the same-named tab.
This how I have accessed it sine I installed it many moons ago, http://ezekiel:32400/web/index.html#!/ On both my main PC, my gaming machine, etc. On that screen it shows me and my brothers account, now when I try it on his. I thought just this screen would show up to select the account you want.
Your screenshot shows the “Switch User” screen.
It won’t show on a client, after “Automatic Logon” has been activated. If “Automatic Logon” is active, the client will automatically start with the last-used user account pre-selected. You can still perform “Switch User” when necessary.
This is intended for personal devices which are always used by the same person, to avoid the then unnecessary user selection step.
The “Switch User” screen is not where you define the access permissions of your shared users.
