Offline downloads have not worked for years between Plex Media Server and iOS or Android. Constant issues and the support recommendation is “Update your apps”.
Downloads say “Complete” but are actually at 0% and do not play when offline.
Downloads get “stuck” and do not complete.
If the app closes, all in progress downloads start again from 0%.
Can Plex have a real look at the Downloads process and functionality and have someone fix it? It needs an overhaul.
