There’s a bug on plex when you restrict access to a file, video for example, you can no longer see any other folder which is problematic when you need the library view (folder).
The only solution would be to be able to restrict a folder and all its contents and no longer restrict video by video or any other file types supported by plex.
The Label attribute is at the file level and should affect only the individual file(s) on which it’s set. It does not make sense to set Restrictions based on a Label for an individual file and lose access to its folder or all folders (as it works now). I get that it only affects the Library → Folders view, but that is my preferred layout.
I understand that many people organize their libraries with subfolders for each title. This helps contain other media like extras and such. The “Label” attribute would be helpful on folders as well, or perhaps just a switch to enable/disable the blocking of all folders and make it apply to the individual files on which it’s set only. This way users could choose their level of Exclusion.
Hopefully this can be resolved in a future release (soon).

it isn’t a bug it is intentional, as I described in the topic you linked.
it is not , it is a database item not a file, For TV it is for the show as a whole for example not individual episodes.
