Apparently I have two Plex accounts, one of which I can manage. When I try to request a password reset for the 2nd (which must be “live” as Plex is sending me emails by my account name) I don’t receive a reset email.
Any ideas?

A Plex employee is helping out specifically on this issue.
Make sure you read the opening post in that thread and supply the info asked for.
Then wait it out.
