Ok gbooker02 has helped me make some progress. I can now indirectly play my media library from outside my network. I pick on myself jokingly, but I really need things explained like I’m a 2 year old and you did that perfectly.

Seems like it should be correct (without knowing details of your internal network setup). As per a static IP, you shouldn’t need one especially since IPs are usually quite stable. If your IP should change the pfsense rule above should change with the change in the WAN address for you and the advertisement your server makes in plex.tv so your clients can find it will be updated when your server next checks in.
