Frame dropping in Plex HTPC - despite a very powerful setup (Intel NUC Extreme + video card)

Server Version#: 1.41.3.9314
Player Version#: 1.69.0.264-8ae11259

Hi there,
I am experiencing for months now a nasty frame dropping issue (chopped playback) in Plex HTPC.
My PC is high powered (12 Gen Core i7-12700 (20 threads) + Intel UHD Graphics 770 + Nvidia RTX 4060) with 32 GB RAM, runnign latest release of Windows 10 (22H2) Enterprise.
What is going on - a year ago I never had these problems, but now it seems that the issue is getting from bad to worse after every upgrade.
And to counter immediately any accusations against my Plex Server - I will tell you that on the same PC in a Chrome Plex Web Player window I am able to run 1080p content upscaled to 4K (because my projector is 4K) without any frame dropping or stutering. My server is Synology DS1823xs+ with Nvidia T400 / 4GB installed for server side upscaling/conversion.
So why is Plex HTPC behaving in such a stupid way on this hardware while I am able to play the same content flawless on much older / slower video card with server side conversion. Oh and the HTPC and my server are connected with a 10 Gbit LAN connection on the same switch !
Thank you for all your efforts and comments upfront .

Often this is resolved via changing settings in the NVIDIA control panel. I had issues with audio frame dropouts until I changed the power control setting here. I think others in the forums have had success with other settings.
You can create a profile for specific apps to restrict your changes here to just those apps if you like.

Hi and thank you for pointing this out. Do you know how / what parametes should I change in the Nvidia Control Panel or is there a topic on the Plex forums dedicated to this theme ?

Well IMHO - searching the performance degradation in the NVIDIA PoWer settings is a MISTAKE. I will explain WHY:
Yesterday - I was playing H264 encoded material WHICH STUTTERED in Plex HTPC, BUT WAS PLAYING SMOOTHLY WHEN USING MPC-HC Player ON THE VERY SAME PC.
Can you guys elaborate on this finding ?

As I said PLEX HTPC WAS A PERFECT VIDEO PLAYER/CLIENT SOFTWARE companion TO PLEX Server, until YEAR OR SO AGO - THEN IT WAS RUINED AND STARTED DOING ALL KIND FAUL THINGS LIKE:

  • The FRAME STUTERING which I have just explained
  • Another issue with PLEX HTPC is that it REGULARLY (ONCE PER WEEK OR SO) LOSES ITS AUDIO CONFIGURATION. So what happens is - WHEN PLEX HTPC IS STARTED AND YOU GO INTO AUDIO SETTINGS - you see that the Audio device IS RESET back to ā€œAUTOSELECT DEVICEā€ instead of ā€œHDMIā€ and formats like HD-MA and EAC3 ARE RE-ENCODED INSTEAD OF BEING PLAYED DIRECTLY VIA MY PERFECTLY CAPABLE AMPLIFIER - DENON AVC-X4700H. DID SOMEONE EVER INVESTIGATE THIS ISSUE ?
