I have a lifetime plex pass subscription and have added a friend with library access. I have selected the “enable downloads” option, but when that friend logs into the Plex Windows app, they cannot download.
They see the libraries I gave them access to and they can view the content, but when they select download, it prompts them to upgrade to Premium.
Why is this happening?

There’s an exception for a very specific use case (regular users who have been granted access to download media from a Plex Pass server owner’s library if both the server owner’s Plex Pass and the sharing predate August 2022)
Not sure about this. I bought the PlexPass subscription on ThanksGiving, so after August 2022. But I have a friend account that does NOT have Plex Pass and download works for that account.
The friend account where download works was created prior to Aug 2022 and the account where it does not was created after Aug 2022.
Is that maybe the problem? Download works if the friend accounts already had library access prior to Aug 2022. And new friend accounts dont?
Yes. Without a Plex Pass on the user end, both accounts must have existed prior to Aug 2022.
