Friends cannot download media, despite no restrictions

Purchased PlexPass over 10 years ago.

Had a friend create free Plex account. I was able to Grant library access, with downloads enabled (Settings-> Server-> Manage Library Access->, User-> Restrictions-> Allow Downloads-> ENABLED), and they can see all content in the libraries I have shared with them. They cannot download my media for offline/airplane viewing. There simply is no DOWNLOAD button. My button exists on my other devices, as does other HOME users.

This is a new issue, beginning with this friend. Have I missed information in the update release notes?

They also need a Plex Pass or you must invite them into your Plex Home. This has been the case since 2022.

Older accounts, created before 01 Aug 2022, do not need a Plex Pass if the server owner has one.
