So the kids and parents can each have separate plex accounts and you can add to home and restrict each of them individually. …

The only way this could work without them paying for their own Plex Pass is to create full plex.tv accounts for all people in that household. Then invite all of them into your own Plex Home. You will have to continue to manage their access permissions. But even if they pay for their own Plex Pass…
