Frustration -- Server and Playback Issues

Windows 10 - HYPERV - VM
12 Threads (can go up to 16)

10gb RAM Transcode RAMDISK

I updated to the latest 1.18.7 and had all my users say that they were not able to access the server with the error “Playback has stopped because the connection to the Plex Media Server has been lost. Please ensure the server is available and retry” – Everything was working internally in my house though. I then downgraded to 1.18.4 and everything came back to normal.

Then I noticed that everything that was being streamed was being transcoded to 1.5mb - 480p
I have a 20mb upload and everything that I had in the settings was 4mb 720 as the quality. After poking around the settings i was able to get the streams to be 4mb for internet streaming. I have intermittent problems with users connecting and or playing files, which I have never had a problem before.

From changing all the settings to get the above working, it has done something to my internal streaming. I’m almost ready to start over because now what really concerns me and I don’t understand is that all my 4k content (which is not shared) is coming up not compatible and transcodes down to 1080p - I have not had problems playing 4k with my FireStick 4K before these problems all started popping up. Any Help or suggestions would be appreciated, screenshots below of my settings.
