Just spent way too long figuring this out… Had all the options on my Linux server Transcoder options page ticked since upgrading my server to Ubuntu 20.
Today it suddenly starts giving me a message that the server doesn’t have enough power to transcode for my wife’s PC. (Quad Core Intel). I go and try the Windows Store player on my i7 powered laptop - all good. Connect to the Linux server via browser from my laptop - same error… Check my Roku - all is fine. Check the remote Roku and its not working.
It took a while, and installing Plex Server on my laptop which said it didn’t have enough muscle to transcode either, to figure out the message was a red herring.
Unchecked all but the HDR option on the Transcoder settings page and we are all back in business.
I suspect there is an issue or change in the hardware acceleration that is stopping the Transcoder.
Since yesterday, i’ve been having the same error message, for videos i watched last week.
I did an install of an older version of Plex Media Server, but that didn’t help.
Really desperate here on getting it to work…

Having the HDR option on is causing the insufficient CPU problem.
Your C2D doesn’t have the power to perform such processing.
In this case, it isn’t needed either.
I would also double check the playback settings on the other Roku. I’ve seen them silently change when the app updates. (My Roku did that when firmware would update).
Checking the Roku is a given. It was remote and started working when the settings on the server changed. It is not connected to a receiver like the local unit and may do some audio transcoding.
