Getting Server to run after initial startup

I downloaded Plex server and installed on my Asus Laptop.I think computer has plenty to run I7 7700 with 16 gig ram and nvidia geforce 1060 video. I install software and start it up. Everything seems ok. I went to a setup my Smart TV and downloaded what I need from Vizio ap store and it works ok.
I went back to server to load movies and server software would not start. I rebooted computer even uninstalled reinstalled software but still would not work.
I installed on a different computer and ran into same problem.
In TV I can logon to server and play movies I loaded but cannot get into server to do anything.
What am I doing wrong?

Don’t use Microsoft Edge to try and use Plex. It won’t work.
Download and install either Google Chrome or Firefox and point them to http://127.0.0.1:32400/web
