What do you mean by „it doesn’t boot up“?
If you double-click the Plex Media Server app on your Windows machine, the server itself should be starting but there’s no user interface popping up.
You can confirm the server is running if there’s a Plex icon in your system tray.

To access your server and finish the setup, click on that icon and select „Open Plex…“. Alternatively you can open your browser and enter http://127.0.0.1:32400/web (while you’re on the same machine) or http://[PMS IP address]:32400/web if you’re on a machine in the same home network.

Once you finished setting up the server (e.g. linking it to your Plex account), you’ll also be able to access the server from other Plex apps connected to your Plex account.
This may be the same problem I’m experiencing:
When I start the media server it connects to http://127.0.0.1:32400/web. Clicking on Your Media in the menu, I get taken to http://127.0.0.1:32400/web/index.html#!/get-plex-media-server.
The server is definitely running on my PC, because I can connect to it from my TV, but I can’t access the UI on my PC to add/delete media.
If that happens, you might have had a server installed on this device before that had been linked to a different Plex account.
I did, some years ago.
