GPU encoding does not work (nvidia)

Hi. I am unable to turn on plex encoding and decoding at the same time. Doing so results in error s1001.

If I have just hardware acceleration on but not encoding it works just fine. Here is the even more strange part. It does engage encoding under certain conditions. If I watch Live TV on any device it works fine, playing on android devices and watch party apps work just fine with hardware encoding… but if I use the plex web app or the plex desktop app it is unable to change the quality. I have also confirmed that GPU encoding/decoding does work with FFmpeg and works sometimes with plex. Running in server 2019 with latest Nvidia drivers on a gtx 1050 ti.

Do you get the same result when setting the quality to a low-bitrate 720p option?
I believe I’ve been reading that some GPU drivers have a hard time transcoding to resolutions below 720p.

If I change to 720p, I see 0 usage at all on my server’s GPU, the file plays the rest of the buffer then stops and buffers and the server does not attempt to encode or decode.
However, I have noticed something new. If I click Convert Automatically under the quality options, it starts using the GPU and encodes and decodes it and it just works as expected. So like before, any content that has to be transcoded like live tv and certain files will work in addition to clicking Convert Automatically as the quality, however, I still do not have any control over exactly which quality it does. On the Roku app it works just fine, works fine on android and every other one I have tested except windows and windows web, even watch party apps work.

Seems like more of a software issue than a hardware issue to me if it decides it can do it when it wants to and when all of my other apps work just fine with it.
