Grant Access ratings drop-downs keep jumping

While attempting to set ratings restrictions for my grandson the Grant Access dialog drop-downs keep jumping to the top of the list every few seconds when scrolling toward the lower items making them very difficult to see and select. Seems to be refreshing the items in the list (why???)

Infuriating and unacceptable. Gave up trying to use it it’s so bad.

Also, a mouse scroll wheel does not work in the drop-down requiring dragging the right-side scrollbar - then if jumps again.
