Have a very odd bug thats been going on for a long while now but I have mostly ignored it, when I try to set ratings for users the dropdown menu will keep skipping back to the top of the list making it very hard to select ratings lower down the list.
Would you mind sharing some more context or a screenshot?
I’m not sure I understand what you’re describing (or even where you want to select a rating) 
How about a vid, this happens no matter the browser or device, and has done for better part of a year, I have ignored it mostly until I went to redo the ratings on my Kids accounts
