My harddrive crashed and I had to reinstall windows on a new harddrive and re install the PLEX media server. My original server is unavailable now and I cannot connect to it. I also seem to have a new server that is unclaimed and without any library’s? Why cant I connect to my old server? please help!

Your old server was on the hard drive which was defective. Therefore you can only set up a new server.
Your Plex account might still have a record of your old server, but it’s of no use anymore.
Delete the old server record from your account
https://app.plex.tv/desktop#!/settings/devices/pms
and set up a new server.
