Hardware Transcoding not working for downloads to iOS devices

Hi. I have gotten hardware transcoding working on my Plex server in Ubuntu on a 3060. iOS clients are able to use the GPU powered transcoding fine.

The problem I see is when they go to download media to the device the transcodes are software and not hardware. Is there a setting to enable this? I looked and other than having a PlexPass and checking off in the GUI to use Hardware Accelerated transcodes It does not seem to work. Any advice?
