Hardware transcoding works with all clients except desktop browsers

When I transcode content to my tv or phone the hardware transcode using an nvidia graphics card works. When I try to transcode to a web browser it does not. I have tried Safari, Chrome, and Firefox on a Mac and they all have the same issue. Why won’t it transcode for desktop browsers but it will for the apps?

The server is running unraid with the linuxserver.io docker image for plex. It has an nvidia RTX A2000 graphics card which is being passed to the docker container. It is using nvidia driver version 550.107.02.
