Hauppauge xbox one tuner cannot find any channels

My Setup:
Win 10 PC
Hauppauge xbox one usb tuner (officially supported by plex)
DVB-C (Austria, Provider: kabelsignal)
PMS (Win 10 latest update) with Plex.pass

Read all threads regarding this issue.
Tuner is not blocked in Win 10 as a recording device.

Tuner works with Win TV Software - all channels found

Tuner deinstalled, only Driver installed, NOT Win TV - plex recognizes tuner but again, no channels

I have not found any other Solutions to this Topic other than the recording device issue

Any other ideas?
