I have HDHomerun Prime Cable card 3 Tuner. I can watch the channels on a IPAD with the HD Homerun app But I cant see or record them with Plex. Does this have anything to do with DRM?

Yes. Plex won’t tune or record channels which have the “copy protection” bit set.
It is a legal restriction, rather than a technical one.
