From what I remember, both Plex Media Player and Plex for Windows should play HDR just fine on an HDR display/screen (not sure about the old/discontinued “Windows Store” version).
Plex has recently added HDR/SDR tone-mapping for scenarios where your HDR content cannot be direct-played or streamed on that device. There’s however some prerequisites to make this happen on your server
Plex usually keeps the format as it is encoded in your files… so if the original media has those beautiful black bars encoded into the video, Plex will display them.
Thanks for the answer but I’m looking for someone who has practical hands on experience with HDR in Windows via Plex.
There isn’t black bars to the left and right side of my media. Plex just doesn’t properly account for 21:9 ultrawide displays and displays media incorrectly in the 16:9 space.
Aspect Ratio is separate from HDR support.
For ultrawide screen support use Plex Media Player. See this post for details.
No idea if Plex Media Player supports HDR. It will tonemap HDR to SDR when using a SDR display. It also scales 4K to 1080p without requiring a transcode by Plex Media Server.
Plex Media Player is in maintenance mode, receiving the occasional bug fix but no new features.
It was last updated May 26th. It should work fine for watching your own media. However features such as Watch Together will not be present.

PMP doesn’t support HDR correctly and is not a solution.
What I’m really asking for is Plex to actually support HDR on PC / video playback in a good manner.
