Don’t understand why the scanner isn’t picking this one up?
It’s named ‘Angry, White and American (2017).mp4’ and I’m using Plex TV Series scanner & Plex Series agent. I tried adding a .plexmatch file (with name, year, tmdbid) to no avail so…what am I doing wrong and how can it be fixed?

It’s a movie. Movies won’t be recognized in a tv-show library (with regards to metadata) and the scanner of a tv-show library will ignore files that aren’t named like a tv show (s01e01).
Just to add on a bit to Tom80H’s answer.
It can be confusing for something that aired on TV to be considered “movie” but it helps to think less about where or how it was released and more about the format. It’s a long form presentation and not multiple episodes strung together so it’s considered “movie”.
It can help sometimes to look at the URL - https://www.themoviedb.org/movie/486953-angry-white-and-american - and if it says “movie” then it’ll go in movie library. If it says “TV” instead then it’ll be a TV show.
Sometimes you can get away with some “movies” going in TV show library if they are specials associated to a series.

Great, good catch! But how did you come to the conclusion it was a ‘movie’ since it’s 45 min long and broadcast by TV Channel 4 (UK)?

The source doesn’t matter. Not everything broadcast on TV is a TV show. There are plenty of movies on TV as well.
The distinction is whether it is “episodic” content or not.
Or even simpler: look up your content on IMDb.com, TheMovieDB.org, and TheTVDB.com
The type of each title is shown on either of these sites.
