I don’t quite understand and am unsure what to search for. So WJLA, aka ABC is designated in my zipcode to be 7.1, and now I’m unable to scan and find that channel on my tuner. However, I consistently find 107.1 which I do receive an excellent signal for but if I map 107.1 to 7.1 in Plex, Plex cannot tune to the channel, while the HDHomerun application can.

Is your HDHR Flex able to see the 7.1 channel via the scan (check in the Flex’s web interface → channel lineup), or is it just Plex not able to see it? The Plex channel lineup is separate from the HDHR channel lineup, but it would be interesting to know if the HDHR can see that channel.
Also, please turn on debug level logging on your Plex server. Error level logs don’t provide enough information to troubleshoot. Log snippets can also be a challenge, so the best chance for problem resolution would be to upload full debug level logs covering an example of the problem occurring.
Sadly, no, when the HDHR can’t find the channel, plex cannot find it as well, which is expected. Just a couple of months ago, I lost the ability to tune to 7.1 entirely, but 107.1 still comes in strong.
So in Plex, under channel mapping, I mapped 7.1 to 107.1. While I can tune and watch 107.1 just fine in the HDHR app, I’m unable to in Plex. You can find the debug logs here.
Channel 107.1 is the ATSC 3.0 version of channel 7.1. Unfortunately, Plex does not yet support ATSC 3.0 channels; it is gated by the lack of support of the AC-4 audio codec used by ATSC 3.0.

As far as Plex Media Server is concerned, your only option right now will be to try to improve reception of channel 7.1. That may be easier said than done given that it’s a VHF channel (RF 7).
