I am a newby so please be EZ 
What is the flow to adding family members so they can access my server so they can see the videos I have placed in their own library.
I have already set up their own libraries already and only want them to have access to certain libraries.
What else do I need to do to make this happen ?
What do I set their PCs up with to access mine ?

Here you go…
You can invite them as „friends“ to your server and configure which libraries they should see (also if you want to apply some restrictions when sharing, e.g. to avoid sharing age inappropriate movies with kids).

When they access their local Plex client app(s) and sign into their account, they’ll be able to see/access the libraries you’ve shared.
If you want to share with members of your own household/family you can consider creating a Plex Home. This will also give you an option to create managed accounts (e.g. for smaller kids)

For anybody outside your home network to access your server, you’ll need to enable remote access in your server settings (this might require additional configuration on your router)
