HEVC/DTS-5.1 not working

I have Plex on a media server laptop and my LG Smart-TV. Both are plugged into my home network LAN and WiFi as well.

I just tried to play a video that went from 1080p to 270p through transcoding. I have this video on a drive I plugged directly into my TV and played without problems.

Since the TV is not the problem, I ask: can Plex not play HEVC/DTS 5.1 videos? I’ve run into this problem several times.

Yes, I do.

I’ve narrowed the problem down to the server laptop.
The laptop is an Intel Core 2 Duo. I’ve had other server software installed and ran the video without problems.
UPDATE: I discovered the LAN cable running from the router to my TV had a loose connection on the TV side. I unplugged and re-plugged the LAN cable. That solved the problem. Before that the system was running on WiFi only, albeit 5g.
