Try to remux the file (probably with MKVToolNix).
This typically happens when a file isn’t well interleaved, so the video and audio (and maybe subs) that the client needs can’t be cached together.
The client downloads a chunk, then needs a chunk from elsewhere in the file … so it dumps the first chunk. And so on.
Different clients are more clever / more sensitive.
Another thing that sometimes helps is to disable Direct Play (leave Direct Stream enabled). If Plex repackages the file it can avoid the issue.
But this can have negative consequences for DV/HDR/Audio codec compatibility.
(Also, those are impressive speeds on the LAN!)
