Does this problem happen when you use a h.265 (HVEC Main 10) or standard h.264 file?
You’re using Plex for Windows as the client, correct?
I made the mistake of encoding some videos as h.264 High 10 like the video you’re having a problem with. I have since purged my server of all of them due to playback problems on multiple devices
I also notice that Plex for Windows at times doesn’t call for a transcode when it actually should be. It tries to direct play 4k HDR files on a 1080p SDR monitor and incompatible audio formats. It fails to start, buffers and skips constantly but I never actually paid attention to my CPU usage
The DTS also makes me wonder. Should that be direct playing on your computer?

This is still happening, and it’s frequently causing my Plex to seem unreachable because of maxed out CPU load. I can’t access it 80% of the time while someone is direct playing, I have to keep refreshing.
