From the Plex Home area of settings I can add users to my home by specifying there email address attached to there own Plex account.
During this process it allows me to give them access to live tv.
The user accepts the invite.
They become a friend in plex and show up as awaiting response under the home tab.
My tv tuner isn’t accessible to them.
To me this is very confusing.
Why are you able to ad users to your home via email if that isn’t it’s intended use?
I’m a bit confused by your message… did you invite these users to join your Plex Home or did you invite them as friends?
Live TV sharing is only available to users inside your home.

A “Plex Friend” is not a member of your Plex Home.
Granting Plex Friends acess to your media doesn’t make them members of your Plex Home.
It takes a separate invitation for a regular Plex user to become a member of your Plex Home.
Each Plex user can only be a member of one Plex Home.
Members of your Plex Home appear in the “Switch User” dialog.
The number of users in your Plex Home is restricted to 15.
