In order to access Live TV & DVR, the account must be part of your Plex Home.
The user can either be a Managed Account or a full Plex User account with their own login at plex.tv.
Once the account is part of your Plex Home, you can grant them access to Live TV & DVR capabilities.
Review Plex Documentation → Plex Home for information on setting up a Plex Home and inviting others.
Note: You will want to PIN protect your account to prevent others from switching to it with Fast User Switching (explained in the documentation).
Here’s two screenshots. In the first, user Plex_Test_1 has accepted the invitation to my Plex Home. In the second, you can see the Restrictions settings to grant/deny Live TV & DVR access (Plex_Test_1 is a separate Plex account I use for testing.).
