Home Users No Longer Able to Download/Sync from Plex Pass Server

Hi,
I have Plex Pass as the server owner and I have two users added as Home users to my server. My two brothers used to have access to the download/sync feature since I have Plex Pass and they are added as Home users to my servers.

But since few weeks back, they stopped seeing the download/sync option on their mobile, iPad and even the web player. I logged using their PIN codes and verified it. The experience they have is exactly of a non-Plex Pass user.

What happened? How I can get them to download/sync again from my server?
