I am currently hosting almost 40 of my friends to my PMS 24/7. I would like to have a way to broadcast an announcement to those users that are currently connected stating that the server is going down or a customized message with relevant information pertaining to current events.
Is there a currant way to do this?

Not currently. This feature has been requested many times in the forums previously.
There is an android app (there may be an iOS version as well) that will do this.

It kind of does... the current beta (and it's a great app) will allow you to message shared Plex users within the app who are also running nuVue (Android Only) or send them an email if they do not have/use nuVue. It's a paid upgrade.
It doesn't allow you to actually broadcast messages to Plex clients. That said it's a nice app and I recommend it to all my shared users who have Android.
There is an open request out with the plexReport developer to send a notify message through email with his script. His script already queries the shared plex user database to email out a weekly report. If it gets implemented, seems like a stop-gap to me while we wait on a broadcast feature.

Just a point of clarification here. The ability to send messages in nuVue (both app messaging and email) is a core feature and isn't a paid upgrade. The Pay-It-Forward premium feature is probably what you're thinking of, and allows notifications to be forwarded via email as well as allowing your shared users to use a free version of the app.
