How can I improve performance?

I have a WD Passport USB3.0 drive connected to my Nvidia Shield (16GB) as removable storage. The Shield is my PMS & Player connected directly to my TV. I’m running the latest Plex App on the Beta channel.

The DVR functionality is mostly working fine with the HDHomeRun dual tuners.

Playback is smooth once it gets going, but starting a show & seeking (forwarding and rewinding) is sometimes quick, but often laggy. Is there a way to improve this? Would using a faster (say, SSD or USB stick) significantly improve the performance of rewind & forwarding?

I don’t use the shield for anything else, so are there services that I can shut down? Would that even help?

I am wondering if it is a Shield/plex thing
I have 2 shields now used as players and they are very slow opening and getting to a show or movie. This appears to be over the last week or 2.

I always have the latest server and client software
And my server is a big Qnap i7 NAS

Please describe your network configuration for the Plex library shares. And how are your Shields connected to their displays?
