How do I access my files on my Shield TV when the internet goes down?

Hello,

My internet has been going down a lot lately - my isp is working a lot in my neighborhood. My router is a dhcp server so even when the internet is down, my PC which is my plex server and my shield can talk to eachother. However I can’t sign in to plex to access the files which are a few feet away from it on the same network.

How do I stream through plex when the inernet is not available?
