No local access when internet is out

Last night we sat down to watch a movie while the internet was down and it would not let me access any of my content.

What is the sure fire way to have my system set so that all my local content is quickly and easily available even when the internet is down, which is very often here in the middle of nowhere South America?

Thank you for the reply skwor01, I had already checked your other post from top to bottom but it does not seem to work with the Nvidia Shield TV for some reason.

Hopefully someone out there with a Shield has found a fix for this issue.

On the Shield it seems to “Stop” the Plex Media Server when there is no internet access. When I checked the server settings with internet out is showed it was “Stopped” and when I tried to switch it to “On” it just would spin for a while and then come back with it still “Stopped”.

Also the Shield TV comes up and says “Ethernet Cable is Disconnected” when internet is down even though in settings it shows it as having an IP address and it can be pinged so that is also not correct and should be saying: “Internet Connection is Down”.
