How do I allow Downloads only at Original Quality?

Is it possible to allow Downloading for my shared users ONLY at Original Quality?

I would like to avoid transcoding as it really hammers the server, but downloading at Original Quality is fine. Other than just asking my users to set their Downloads quality to Original, can I somehow disable transcoding (at least of the video) for Downloads?

No. You cannot limit transocding for Downloads. It’s all or nothing.
