How do i delete plex completely

i have searched high and wide and every thing still ends with the thing still having traces somewhere

i lost the password to my plex, and no longer have access to the email so i couldnt reset it

fine by me, i will just make a new account. NOPE. log out, log in, “download plex media server” even though i have it
i have uninstalled, reinstalled, deleted local files, erased from the regristry, yet i still cannot add media files because there must still be information held on the old account and server. i want to nuke the old account and install. why can i not? what needs to be deleted?

i even created a new user on my laptop and it still does the same thing!

First step: sign out all the various clients/devices which you have been using with Plex from the old plex.tv account.
In the case of your web browser, you can also select the cookies of the domain plex.tv and erase them from your browser’s storage.
Keep in mind that your browser may also have stored the username/password of the old account for your convenience, so you must delete these as well.

Second: delete the server Uninstall Plex Media Server | Plex Support

You might want to use your web browser’s “incognito” / “privacy” mode for the first steps with the new plex.tv account. This ensures that none of the old cookies are used when contacting plex.tv
