Is there an easy way to flush the metadata plex holds for each track? I’ve gone through and amended all the metadata on the individual tracks in my music library and added images there however plex is still serving the old metadata.

Did you manually refresh metadata after making the changes? Also make sure that you have Manage Library > Edit > Advanced > Prefer local metadata enabled if you want Plex to use your local metadata, and that Album Art is set to ‘Local Files Only’ or ‘Both Plex Music and Local Files’ if you want Plex to use your local covers.
Thanks @DTR, do you have a recommendation for the ‘agents’ section for artists and albums whether Personal Media or Local Media Assets should be on top? I currently have personal media on top and local media below. Cheers 
The agents section only applies to legacy and third-party agents. If you’re using any of the modern agents (Plex Music, Plex Movie, Plex TV Series), nothing in that menu applies - all settings are associated with the library itself under Manage Library > Edit > Advanced.
